Thiruvananthapuram: In what marks one of the most significant digital security overhauls in its history, the Kerala Police have launched a comprehensive system to counter the rising surge of online frauds and complex tech crimes across the state. Unifying all cyber security and investigation wings under a single umbrella, the state has officially established the State Cyber Crime Coordination Centre (S4C).
Upgraded from the existing Cyber Operations division, the creation of S4C represents a major milestone in the state’s digital law enforcement capabilities. The official order regarding the establishment of this new agency was issued by Home Department Additional Chief Secretary Minhaj Alam.
Modeled After the National ‘I4C’ Pattern
Modeled directly on the Union Ministry of Home Affairs’ Indian Cyber Crime Coordination Centre (I4C), the S4C will function under the direct supervision of the State Police Chief. To ensure strict cadre-level oversight, the Inspector General of Police (IG) for Cyber Operations has been appointed as its Nodal Officer.
Key Capabilities and Features

Rapid Action and Money Freezing: A dedicated 24/7 task force will focus on real-time recovery of stolen funds for victims of financial fraud. Operating with direct linkage to banks and financial institutions, the team can freeze fraudulent accounts within minutes of a reported incident.

Integrated Helpline: The existing 1930 helpline and the National Cyber Crime Reporting Portal will now function fully under the command of the S4C.

Device and SIM Blocking: The agency has been empowered to trace and rapidly disable fake SIM cards and mobile devices using their IMEI numbers.

Direct Content Takedowns: Under specific provisions of the IT Act, the S4C team holds full authority to directly issue takedown orders for illegal websites and fraudulent social media accounts.
Centers of Excellence for AI, Dark Web, and Advanced Threats
To tackle cutting-edge challenges like AI-assisted crimes, dark web activities, and high-level hacking, a specialized Cyber Security and Advanced Crimes Group has been set up. As part of this initiative, three specialized research and investigation hubs will operate across the state’s major regions:

Enhanced Inter-Agency Coordination
The S4C structure enables real-time sharing of digital evidence with national intelligence bodies such as the National Technical Research Organisation (NTRO) as well as police departments in other states. Furthermore, the central headquarters in Thiruvananthapuram will provide live technical and forensic support to district-level cyber police stations, eliminating delays in local investigations.
